I put a YES next to your laundry list and hose services are the ones we intend to provide.

I also linked a budget outline that SG provided.

It’s a little more complex than that, but I wouldn’t disagree with your statement at all.

But a parish wide park system is s good thing, it allows you to be creative with unique spaces, but it is so political.

There is a 3.320 Parish Tax Milage. These funds go into the City-Parish general fund. ALL residents of the Parish, no matter if they reside in an existing municipality or not, pay this tax.

There is also a 2% Parish Sales Tax applied to purchases made in unincorporated areas of EBR that goes to the City-Parish General Fund, as well as a 1.5% Street/Sewer Tax for infrastructure improvements.

The position of St. George is that the above taxes are not being spent proportionally to the dollars provided to the City-Parish coffers.



Under the proposed City of St. George, the 2% sales tax would be under the control of St. George, along with a portion of the 1.5% street tax.

I believe they are also entitled to a portion of the 3.320 Millage, but not 100% certain on how that is broken down.

BREC is a stand-alone taxing authority managed by a board with representation throughout their taxing district. The City-Parish government has no jurisdiction.

The ONLY caveat is that the Metro Council does approve any funding measure that's over $17,500 but 99.9999% of the time these are procedural matters that have been previously approved by their board.

So the 2% parish sales tax isn't really a parish sales tax... because if you have a city, you get to keep it?

And that (along with a portion of that street sales tax, same idea) is where the city intends to get it's funding from?

Usually a parish sales tax... goes to the parish... that's it... but I'll take your word for it.

A couple of reasons.

1. The hope of an ISD is the long term plan to keep young families in the southern part of the parish. Killing St George will kill an ISD, meaning people will look to Zachary, Central, Livingston, Ascension, or West Feliciana for good schools.

2. If this fails, then unincorporated EBR pretty much continues to be a cash cow to be milked by BR proper to fund its own pet projects. People aren’t going to want to pay the kinds of taxes they do to be treated like second class citizens.

3. This whole thing got very personal and very racial and I HIGHLY doubt the Together BR side will be graceful winners if they succeed.

Are those board members appointed by the Metro Council? Mayor-President?

If, say, each of those boards has one member per metro council district (equal representation throughout the district), what are the odds the city of BR members would gang up and try to screw over the non-city of BR areas via slanted funding?

I just see all the crap the city of BR people are trying to pull now.

Incorrect. It is a parish sales tax because the 2% parish sales tax is applied to sales transacted in the unincorporated areas of East Baton Rouge Parish.

It does. If you're in an unincorporated area. The issue, as we've explained multiple times, is that given the consolidated government all monies to the Parish that do not have a designated allocation are put into the City-Parish general fund.

The position of those in St. George is that they are not getting back what they are providing.

Yes but they voted to have the tax go to St. George during the preliminary meetings in the legislature.

Districts-

White districts-

Trae Welch (Zachary and Central), Chandler Loupe (Southwest BR), Scott Wilson (Eastern BR), Denise Amoroso (roughly the Bluebonnet and Siegen area in Southeast BR), Dwight Hudson (Southeast BR), Matt Watson (roughly Southdowns and Midcity), Barbara Freiberg (roughly LSU area).

Black districts-

Chauna Banks (Baker and NBR), Erika Green (NBR), Donna Collins Lewis (NBR), Lamont Cole (just east of downtown), Tara Wicker (downtown)


In theory the white politicians have control but the five black politicians tend to vote as a block and occasionally two white members will peel off and vote with them.

So, on Day One of City of St. George, that 2% sales tax would not be collected inside city limits. The St. George city council would then have to decide to enact a 2% (or whatever rate) sales tax?

And I would assume that requires a vote of the citizens?

I've always understood all that. I'm trying to figure out how, legally, politically, and financially, forming their own city is going to solve that issue.

The sales tax - not the property tax - seems like the key here.

It is my understanding the parish has a 3.5% sales tax for all parish functions, while the remainder goes to each municipality in the parish. The unincorporated areas have their portion of the remainder swept in to the city/parish general fund, which has been used to subsidize city functions that the residents of St. George do no benefit from. I believe the dual boxes for Baker/Central/Zachary are due to some unincorporated areas being within the school district so some money gets allocated to them. If St. George passes, they would be added to receive their share of the tax they are entitled to.

The argument for St. George is that they would receive services that mirror the amount of taxes that they pay, and would no longer subsidize the City of Baton Rouge, which if you look at the effort to stop the incorporation coming from Baton Rouge proper, is probably true.

They theoretically could reject professional service contracts over $17.5k that deal with St. George projects. Or construction projects that come in over bid, but they are legally obligated to approve bid projects that come in under or at estimate.

The majority won't reject anything though.

Lafayette has already de consolidated. Terrebonne is the other one. Only Orleans is a true consolidation.
