Parish money will still be paid, but at the same rate the other municipalities pay instead of being covered in full by the former unincorporated area.

The other four municipalities, mainly BR, need to be paying their share of parish costs instead of shrugging those costs off on the unincorporated areas.


I have to dig up the numbers but an ungodly percentage of the costs (like 75%) are paid by the unincorporated areas at the moment including a number of functions paid in full by the incorporated areas with Jack shite contributed by the municipalities.

EBR is the only consolidated government in the state, I believe, that has separate boundaries for the city vs the parish.

Isn't Lafayette going through de-consolidation? that's why they are starting separate city and parish councils?

Orleans has the same boundaries for city and parish.

I believe Terebonne Paish has the same boundaries for Houma and the parish (but I could be wrong).

Well, you will be horribly incorrect in 2 weeks.

ETA: As I've said before, at worst this passes 60-40 but I believe it to be close to 70-30.

Yes. Parish Finance Office will disseminate the appropriate sales and use taxes to the City's Finance Department for use on the public works projects that align with said taxes.

Same for EBRSO if there are any property taxes that would do the same.

You're wrong.

Houma is the only incorporated municipality in Terrebone, but it does not comprise the entire Parish like Orleans.

I am thinking 60/40, but very concerned with a plethora of law suits that will slow this down to a crawl

Yeah. I'm guessing Mary Olive Pierson will be filing a lawsuit in 19th JDC on Monday the 14th on behalf of the City and/or "concerned citizen ____"

I completely understand.

You are the one who keeps bringing up Kenner and Jefferson Parish. We are not like Jefferson.

We have legal parish wide agencies to provide many of our services. Each agency is independent and is self sustaining. The parish, parish prison, ADAPP, BREC, MARC, Library Board, EMS, COA, special Mental Health Facility, Assessor, and Sheriff all are supported by parish wide property taxes collected by the sheriff.

We have a parish sewer district all supported by fees we pay which is determined by water usage.


We have a parish wide trash and garbage system supported by fees we pay.

Our parish wide bus system is paid with a hotel/motel tax and a property tax collected in a special taxing district carved out by the Together BR folks so it would pass.

Schools are an entirely different animal. They are supported by property tax mileages and sales tax.

SG property owners pay property tax for Fire Protection to a fire department depending on where their property is. The same thing applies to a levee tax, Comite Basin tax, etc. They are paid depending on location.

Sales taxes go to different agencies also, but the C-P collects it all through the C-P Dept. of Finance. The taxes vary depending on location and the amounts vary depending on location.

Revenues go to the four different school districts, to the parish, to the four cities, to streets and sewer, and of course the state of La.

I'm currently trying to figure out how I can de-incorporate my property and join St. George if it happens. My property borders a Parish ROW that connects to St. George.

SG contributes from 48 million dollars to 58 million dollars to the C-P general fund.

The powers that be do no separate the funds, it all goes into one pot to pay for city and parish services which are not provided by the various agencies designated for parks, libraries, buses, ems, and etc.

We believe our money is being used to subsidize city police, city fire, the constable, city court and etc. We don’t think we are getting close to a dollars service for every dollar we pay to the general fund and we certainly control how it’s spent.

Then there’s the promise of an ISD once a city is created. That’s the ultimate prize.

If you are not incorporated you could petition to be annexed. If you are in another city than it’s more problematic.
