They follow the LSU method and do no maitenance and cry when the buildings decay.

That's a complete bullshite lie by the Advocate! That turtle head on the 4th floor raised a billion dollars in taxes! He chose to piss away money on the freeloaders and medicaid than pay for stuff like this!
