Here is an opposite story and how things should be done:
Right after Katrina, I worked at the Catholic Life Center in BR for about a year or so to help out with the influx of students coming in from NOLA. One thing that will always be a vivid memory is the amount of dedication I saw everyday that was spent on preventive maintenance and general upkeep that was done daily on that building and grounds. That building and campus is immaculate - and that comes from regular maintenance...NOT deferred maintenance.
It's really impressive at how well maintained that building is...

They better get some fabricators,heavy wall pipe, beams and heavy shite. That little cheesedick metal stud structure won’t stop much weight falling from a great height. 2000 lb slab from 30 stories up can wreck some stuff.

Because Louisiana is corrupt and run like a ponzy scheme. Seemingly every dedicated dollar is actually going somewhere other than where it’s supposed to go. The reality is that for decades, they were stealing the money for maintenance to pay for other things. Now that they actually need money for maintenance, the problem is too expensive for the maintenance budget to fix even if it was spent correctly, so now they need to plunder that money from somewhere else. It’s a vicious cycle.

LDH evidently doesn't have someone smart enough to run a SQL query of folk they're paying Medicaid costs for against a database of folks reporting a certain income level which the State has access to in order to prevent improper and/or fraudulent payouts to ineligible recipients for their healthcare.
Hell you can actually run something like this in f*cking Excel.
It cost Louisiana $80 million in improper and/or fraudulent payments last year alone. That's the fix for the State Capitol building AND $20 in a future maintenance upkeep fund.
The kicker about this LDH deal is that they waited until the DAY that the Legislative Auditor came out with its report to institute the simple f*cking programming fix to run a database query against their numbers to disqualify the freeloaders. Even though they KNEW the Auditors were on site and reviewing their lack of internal controls. They were made aware MONTHS before.
Instead they paid paid people knowingly and willfully that didn't deserve the money and let the state rot while their Governor complained about the budget.
Elections have consequences y'all.
