This is going to sound a little paranoid, but please stick with me here OT. It's long, but it's worth it and I need your help determining WTF is going on here.

About a month ago, I was out blowing off my driveway and street after a storm. I had been at it for maybe 30 mins when a white Ford Fusion drives by, then a few minutes later it drives by again very slowly. I don't think too much about it until it drives by a third time and stops at the end of my driveway for a few seconds, then leaves. I had my back turned that time.

Two weeks ago I was out mowing my lawn, and the same Fusion drives by. I notice it a second time about 15 mins later, then 2 minutes after that they come back around and stop in the street about 10 feet away from me as I'm coming towards them mowing. This time the youngish white female driver blatantly holds her phone up at me for a few seconds as she's clearly taking a picture (not even trying to hide it), and drives away as I take a couple steps closer to her/the road while mowing.

I had a "what the frick was that all about?" thought for a while, then chalked it up to her maybe being a wife sending some snarky message to her husband like "this is what YOU should be doing today you lazy POS!"

Or at least I hoped it was, because this was the second time this lady had done something like this. Either way I was wondering who the hell just stops and takes a pic of some dude mowing and doesn't even try to hide it? I was maybe 10 feet away from the street and looking right at her.

I thought I was just being paranoid and maybe had a strange woman living down the street, and that was that; until today when it happened again as I was mowing.

The circumstances were largely the same, except it was a black Honda Ridgeline that drove past a few times and slowed to a crawl the first two. The third time it passed I was once again mowing about 10 feet off the street facing the road, and they stop right in front of me.

This time it appears to be the same white female in the passenger seat, and she holds her phone up and clearly takes a picture while not even being the least bit secretive. There was what appeared to be a black guy driving.

I look right at them and let go of the mower while walking towards them, while mouthing "WHAT?" and doing the gesture with my hands to go along with it. Once again they take off after she takes the pic and before I get too close.

I'm a little fricked up now trying to figure out WTF this woman is doing, trying to come up with any innocent reason someone might do this. I've been told I'm a fairly decent looking guy, but DEFINITELY not on the level of 'stop and take a pic of this stud' or anything, and I was fully clothed. I'm also not ripped or anything, just an average looking dude.

It should be noted that I work for the FedGov, but my neighbors wouldn't know me from Adam and they have no idea what I do for a living. I'm trying REAL hard to not feel like these things are related and there's something nefarious going on, so someone please give me an innocent reason this could be happening.

TLDR - some lady I've never seen keeps slowly driving by while I'm out in the yard doing yard work, and taking pictures of me without even trying to hide it. It's happened 3 times over the last month
