The contractor is obviously unaware of him being responsible for his subs work.

A quick call to the La Licensing Board for Contractors should begin the process.

Next call should be an attorney. Easy win.

As an outsider looking in speaking here - this is what I had hoped would be the case.

Could we go ahead and get an experienced professional's insight here with regard to how important it is for a homeowner to insure that the person he hires to do home repairs and improvements is a Licensed Contractor in your home state AND has all of the necessary Insurance. Homeowners need to know how to fully protect themselves in these situations. Thanks.

Easy,,, ask for a copy of their license and insurance info. Then call the licensing board and insurance carrier to see if they are in good standing. Also, always ask for references from previous work they have done and verify that as well.

I'm am not exaggerating when I say that a friend of mine when I was a kid built a more structurally sound fort/clubhouse in an empty field when he was 12-13 years old.

I appears that our house is now famous. We’re currently having the patio demolished and I will post the entire story, with all text between Trevor Walker and myself along with videos of him pouring the concrete.
