Apparently, they weren't ready when the trucks showed up and let the concrete sit in the trucks for 4 hours while working on the forms and grade I guess which means it was already hot when they started pouring. You can't work that. The "contractor" was told by the drivers to send it back and get new but he didn't want to eat the cost.

Laborers did him a solid. If you float it out too smooth it gets slick in the rain. With that added texture, footing is much better.

He chose a shitty contractor to contract it out to so yea it’s a reflection of his company.
Dealing with construction contractors is toward the top of my things I hate list. Large reputable companies are ok but there are some shitty independent ones out there. Even ones who do good work are still hard to deal with
