I lived in Watertown SD it was great for three seasons - winter was absolutely brutal

I did 3 years in Cheyenne, Wyoming. The winters aren't that bad. If it's 25 degrees out and no wind, you're good. It's the wind that cuts through you like a knife.

I have family there, it is a very nice town. If I could pick and choose certain aspects of Sioux Falls, and certain aspects of New Orleans, it would be just about the perfect city. alas.

There's probably no "bad" areas in the city so you can basically live where you want. Housing seems pretty affordable. I'm assuming the public schools are good so you don't have to spend money on sending them to private.

I would absolutely hate to live there.

Black hills area is SoDak is the only place I could actually live
