except when I listened to someone pitching this as an alternative to school, they literally said teachers could come to the centers to teach/tutor

It sounds like the problem is the teacher unions here. They don't want to do their job.

The true hilarity if this is that this is probably required to get around teaching unions forcing things closed. Maybe the teachers will have to protest a bunch of daycare scabs.
