I think they were apart of it from what i read - and just bought one condo (still out of their price range). Early rumors said they spent $100mm on 12 or so condos but they were just one of the condos I think.

That is only correct for their citizens. Granted he could attempt to bribe them but that would assume he can access meaningful sums of money still to bribe his way there.
Easier would be Venezuela where he could live like a king for a fraction of the cost of living elsewhere while he works out where to go if he doesn’t like it there. Some pretty ice beaches and hot gals there too.
