by standing that close to the runners path she was inviting harassment as shown by the other racers antics. it makes for a much more lively and entertaining video clip.

by making an issue she is just working on national publicity for herself

in ten years she will be #metoo dragging out co employees for new exposure. I would be very careful about working around her

In what situation does your "intent" make a difference? Because the only intent I can think of that would make that ok is for something like brushing away a spider
