They don't have to if they get a swarm of fast speedboats together in a busy harbor during a port call. The carrier will be tied up at a dock. I'm pretty sure the Navy has plans for that too but have no clue what they might be.

Accumulating cost is exactly the message they're trying to send. They're not trying to send a message that they could go toe to toe with the US Navy. They do know that carriers are big targets, obscenely expensive, carry lots of sailors, and are a symbol of American power.
All they have to do is severely damage / put one out of commission and the costs will be big for the U.S. It's a deterrent. Are most Americans willing to accept that costs? Maybe, maybe not. I guess it would depend on how the fight started.
And as someone mentioned with the USS Cole, little speed boats packed with explosives can get up to a ship and blow a hole in it. I know the Cole wasn't defending itself but it was also one boat. A wave of tiny boats are a lot of targets for our ships to hit.
eta: Given the location of this scenario our ships are dangerously close to Iran itself meaning they'd likely have to account for aircraft and missiles being fired off from their side as well. Lots of targets the Navy has to worry about fighting off.

The Stark was hit with two Exocet missiles (one exploded and one didn't.) After 24 hours of firefighting it then made it back to Bahrain under it's own power. It will take quite a lot to sink a carrier.

Sure man! Their speedboats are equipped to slip past Destroyers and Cruisers as well as a several hundred mile radius of Target Aquisition radar capability. I don't believe the 40+ F-18s with ample warning and TAR advantage could stop these speed boats of Iran. Scary!

If you think your speedboat can hit an aircraft carrier equipped with radar, satellite feeds and AWACS that can see you hundreds of miles out while being armed with lasers and hyper sonic missiles then you just go ahead and try it Iran.

You do know Iran has been practicing this assault for years right? Every time a strike group transits the SOH small speed boats cut thru the formation going from one side of the water way to the other. Current rules of engagement will not prevent a suicide boat from happening. All the cruisers, destroyers , hornets, subs and sh60's in the world will not help if they do not have permission to fire.
