it's gouging in a sense, but workers make more supplies cost more, there are more factors in a flood zone. These people are used to charging rates for insurance to pay too. What is different here are the amount of the uninsured.
When insurance is paying you don't care what the contractor costs. The prices are high right after these things. They will settle soon. But demand will increase price for skilled labor every time.

Hispanic labor was $17/ hour on Tuesday. I had four crews working on Wednesday and by lunch they went to $25/ hour. We had to bite the bullet and use them, but could not find them yesterday for the weekend. I've got 4 working today for $300/ day/ man.

I'm an engineer and that's about 40% more than what I make. I was about to mention that I have a good healthcare plan, but they probably get it for free.

I've got 3 crews of 4. They want $1,000 a day per crew.

Allowing price gouging will encourage people from unaffected areas, say Tennessee, to load up 18 wheelers full of supplies and rush them into the flooded areas and be able to charge more for their product and get compensated for their additional expenses.

If you disallow price gouging, you just encourage hoarding and empty shelves.

I'm trying to get started early, tile being laid today for normal rates. Having trouble finding sheetrock guys now that don't want 3x normal rates. Getting a little worried.

If people didn't understand economics before a situation like this, trying to explain it now in the context of the emotionally charged topic of price gouging isn't going to work.
