Someone needs to be shaking that structural engineer's hand if he's still alive. Hit by a barge, pilaster gone, and still standing.
It's going to take a while to fix that. I would assume they would build something out of steel first, and maybe get the bridge open while they worked on a permanent solution. Either way, they still are going to need time to let concrete cure before they put loads on it, even high early strength concrete.

TxDOT will have to build a caisson around it to install new pilings.In the meantime spray some Flex Seal.

Saw through the deck and drive steel piles to make a couple of temporary cripple bents.
In Louisiana the remediation study would not yet be out for bids.

They should have extra piles and spans stockpiled. The Causeway has them along with the spreader bars.

That bridge just fully opened a few months ago, after being damaged last year by a loose barge. Gonna be a mess in that area for a long time
