People in Harlem are marching to protect black women

I think it's great that the community is taking a proactive stance and getting the message out there that their community must protect women and children. What I don't understand is why they specifically say "black women"? Why not all women?
I also noticed they didn't mention the race of the attackers, but the video clears that up just in case there were any questions. Link to Yahoo article

They'll march then when the police ask for the ID of the suspect, they'll all have an acute case of temporary amnesia, then march again because the cops didn't crack the case.
