Well individuals with something like "Antisocial Personality Disorder" technically have a mental disorder; however, personality disorders in general, but especially APD, are harder to treat due to the stability of one's personality and the global nature of a personality (i.e., pattern of behaviors, thoughts, feelings, etc across setting). Even the diagnostic manual (DSM) treated them differently until the most recent version.

Basically, although individuals like Ted Bundy probably had a "mental disorder" it just describes the extreme abnormality (e.g., disregard for morals, norms, basic human feelings like remorse for actions, etc) and the negative impact of their personality. It is an attempt to understand and categorize "evil," not to excuse it.

Ted bundy is a great example of someone who is just evil

Sure you can see a connection between his victims and his ex and the situation with his sister (actually his mother)

There's an anecdote from his aunt that she woke up from a nap and a very young ted bundy was just staring at her and she noticed he'd placed knives all around her

Probably not true but it gives me the creeps
