Meh. IMO this is shitty behavior that needs to be dealt with. It's a note home btw, not like they're trying to expel the kid. I think the teacher is doing the right thing.

Find out why he's targeting that one young girl. He probably likes her or some dumb shite, and instead of explaining to your boy how to be a man you chuckle. If your kid was a jerk, he'd be doing that to everyone. Hilarious how you wear this like a badge of honor though.

Kids will be kids, and parents need to be parents. In this case a parent will teach their child that this kind of behavior towards anyone, male or female is unacceptable.

Your son sounds like he is acting like a little turd, but the teacher sounds like a PC overly sensitive puss. Wanting the kid to show outward concern of his actions? He should be embarrassed by what he has done, but what kind of reaction do they want? And how does one outwardly show such embarrassment?
I would talk to him about it, and ask him to not continue acting like a turd toward the girl, but I would also get his side of the story. Ultimately it sounds like he is picking on the girl, and that needs to stop, but the teachers note sounds a little too sensitive.
