I'd advise a long and repetitive talk about The Golden Rule. Beat it into him weekly until he's a teenager. It's really all you need to do to be a good parent (besides feed em and take em to the doctor etc.)

Your son isn't a bully. He's a 9/10 year old just trying to be a comedian for his buddies.
Teach him about respect and choosing his friends wisely.
The whole bullying label has gotten way out of control. 30 years ago we were kids being kids. Now the same actions have labels. Total BS. Pussy parents and and the PC culture are to blame.
I have a 3rd grade daughter who knows how to stand up for herself.

I was probably reading into the note too much, but what does the teacher want from the kid? The kid admitted what he did was wrong, and now he needs to completely stop bullying the girl and offer her a sincere apology. The teachers desire for outward concern is what got me. The kid should be embarrassed for his actions, but what kind of outward emotion is she asking for?

That's not what the note said. It said he admitted to doing it, not admitting that what he did was wrong.
