Edwards put a stop to Jindal's program of letting LSP take gas tax money.
But you can go to DOTD's website and easily find their entire budget and financial reports and audit reports. They show where every penny goes.
More easily to find than any other state agency.

It will be a tragic waste of $2 billion if it doesn't include a total reworking of the treatment of surface water and groundwater along with a public education program that results in an acceptance of and action on the existential threat that the water system imposes on the future survival of the city.
Which will never happen. Thus, a $2 billion waste funded by most of us, paid to the richest of us, and accepted by all of us before the first check is ever written.

He is actually the reason the money is still around. Apparently building an assload of interest in hopes of pairing it up with future funds to actually do the infrastructure the correct way.

The money was there (more of it) in 2006 and 2007. However, it was tied to an even larger sum for light rail, no stop trains from BR to NO. Our imbecilic elected officials squandered the chance.

Was the entire lump sum there? Not, in the future money, the now money.
No way Louisiana is/was in position to contribute to these type of plans.

Don’t worry New Orleans residents I’m sure all of it will be used for the intended purpose. I’m also confident it will used efficiently. New Orleans is about to have the BEST roads.

FEMA funds/grants have a multitude of requirements attached to them. Mitch cannot do whatever he wants or he risks deobligation of those funds. Meaning, if they don’t do exactly as defined when applying for them, NOLA will be out the cash. Typically, the receiptient (NOLA in this case) fronts the cash in increments and is reimbursed by the grant administrator. If the work is off track, no reimbursement or a percent reduced.
Federal grants are a pretty safe expenditure.
ETA: if the watchdogs claims have merit, FEMA will most certainly consider taking it back. They can take their time to deobligate.

5 years hence, no noticeable changes except for more new street names and signs. Maybe some band-aid asphalt dumped into one or two potholes. Richer politicians and bureaucrats. Oh and a plastic (looks like bronze) statue of Mitch atop the pedestal at (still) Lee Circle.

To my understanding the funds are geared towards returning street conditions to 2004 status. So don’t expect things like permeable pavement or rain gardens to be included because they were happening then... which seems like govt bureaucracy at its best

It doesn’t say they get 2 billion it says they will keep 2 billion that they already received. So you can bet you arse that the majority if not all of this money is already gone. You will see no improvement in the streets anywhere in New Orleans. The reason they basically wrote this off is because they know the money is gone. If they had made New Orleans pay this back it would have become a complete shite show and race issue.

I've had quite a few Lakeview residents tell me they actually like the streets the way they are, especially in residential neighborhoods with the side streets away from major thoroughfares.
They say it's safer for the kids with cars not flying down well paved streets, but rather having to drive slow to keep from needing to replace their front ends once a year.
