There is no debate. Marines are part of the Navy. The Navy will just flat out have too many resources in this. Navy is the answer.

If the Air Force wants to play Holocaust Horseshoes, though, it makes it much easier for the Navy because the Navy has 14 of these, each WAY more mobile than Minot. Also, they're capable of hiding under 75% of the Earth's surface where Minot is pretty much limited to hiding in Minot. Oh, they're also each armed with more than enough nuclear warheads to make North Dakota go away from a distance of 7500 miles.
If we're playing Kooky Nukey, then the Navy just randomly sails around a few thousand miles offshore and lets the Boomers turn every AFB into highly radioactive glass.

Navy and it’s not even close on paper.
What the Navy loses in being able to go straight up against the AF they gain in versatility. Partially due to having ground troops (although people treating them as a kind of surrogate army is hilarious) but also able to hide some of their air bases towards a he end of the AF’s legs and keep him behind the best air defense systems on the planet.
Only part I’ll be insterested to see is if they go on the aggressive or consolidate power from the inland NASs which are indefensible long term.

People are acting like the Navy would just stroll through this.
Navy might win but they would cross the finish line severly fricked up. Numerous carriers would be sunk. AF has ICBMs. And many more aircraft.
What reconnaissance does Navy have in the air to match the AF stealth and satelites? Lots of airstrips around the country and world the AF could commandeer and move assets to. How would the Navy even know this is happening?

Also, pray tell, how does an ICBM hit something the size of a warship that's moving erratically at 30 knots on the open ocean when there's a half hour flight time? They're BALLISTIC warheads with inertial and astral navigation on the launch vehicle and limited terminal guidance on the warhead. They're designed to land within a few hundred meters of a defined point somewhere on the planet and detonate a nuclear device reasonably near that defined point on the planet. They're pretty much the opposite of precision weapons; they're not laser guided bombs capable of steering themselves through a window.
Even if you were lobbing nuclear darts, by the time the warhead arrived at its target a half hour after launch, any Naval ship that was there would be ten miles away and in zero danger, outside of fallout if they're downwind. Even if you knew what part of the ocean to saturate with warheads to get the surface fleet, the Boomers will still wipe out the entire Air Force all on their lonesome. Sure, some planes may get off the ground, but their bases will be smoldering radioactive craters.
