I interned for the Parish DA as a 2L. The city government absolutely put pressure on coroners and investigators to do everything they can to classify deaths other than murders.

I’ve seen them do some shady stuff when you have no doubt it was a homocide. Don’t get me wrong, almost all are hood rats who don’t matter anyway, but it’s all a game to not be known as the gangland destination.

The city used previous metrics to establish locations for ambulances to stage in specific areas between calls. All of these spots are in lower income neighborhoods but are used depending on the time of day for favorable traffic and demand.

The response times are one part of overall improved trauma procedures put in place across the US as part of lessons learned from the war since 2001. Fatalities are down nationwide as first responders and trauma surgeons have received training based off of what was learned in Iraq and Afghanistan. Likewise, modern EMS is actually very young. It came about post-Vietnam as a result of what they learned there.

War is great for medical learning. Lots of patients and no restrictions on trying new things like you get domestically with liability and the FDA monitoring.

Chicago saw a major drop in homicides since TCCC Training was made mandatory for EMS and ED / Trauma staff.

In addition to this, non-fatal shootings have also dropped big time in the last couple of years. Last number I saw was a 28% drop in non-fatal shootings. Don't remember the timeframe though.
