I think that the recall may even be strategically a back stop to help protect people like him right now. If she starts firing everyone that talks, people start signing.

Desperation is usually extremely obvious on people
It's a pathetic argument, that she's fragile and more important, therefore she is entitled to have extra luxuries on the taxpayer's dime as she deems necessary. Oh and it is racist to raise ethical questions about her activities. That's what she's arguing, right?

Well soon see if he is actually serious. All other employees would have their paycheck docked until it is paid off. I bet good money she’ll get off with an IOU promise that will never be paid.
