That's disciplining him twice for the same incident, so they needed to pay him to resign.
He got $1.5 MM and his pension.

You can only pull the rubber band back so far before it snaps in the opposite direction. Doesn’t surprise me if that’s actually the case with the extremism in politics in the PNW.
