I'd peg 97 to 98% of whites in Ruston to be conservative. That's as conservative of an area in the US as it gets. Ruston would rank probably top 2 percentile in the country for highest percentage of white population voting conservative. New Orleans proper (not Metarie, Mandeville, Kenner) has to be the only city where under 50% of the White population votes Conservative. I can't see there being anywhere else in Louisiana where sub 50% of white population of a city votes Red.
To be honest, I have a hard time seeing any city in Louisiana where the white population votes even sub 75% Conservative. Including Baton Rouge with LSU. East Baton Rouge Parish is 42% white. 43.4% of the parish voted Conservative. Having lived in Shreveport, I'd say at least 90% of whites vote Red. At least.
