If you knew anything about this road, it's basically for bicyclists. I've read your posts early on in this thread, and it's full of fail and cringe. And I'm someone who despises bicyclists on the highway.

He deserves to have his DL suspended, anger management classes, community service, and a diverted sentence after one year of probation.

a 2 lane road was built for cyclists? why not just make a bike path and not allow vehicles on it? also would make sense to set the speed limit around 20...i don't see many cyclists going 40

Him being an aggressive driver in the past doesn't mean he intended to hit someone. That's why I wanted to know if he verbally threatened to run over someone.
It's going to be very difficult to prove that this goes beyond being a hit and run accident even if it wasn't.
