This reminds me of these cases where people get shot by cops after they pull a gun out. The media piles on because of the race angle and always finds in the black community that insist the whole thing was planned in advanced by the police.

Tennessee's Civil Justice Act tort reform law has really hamstrung the amount of damages one can get. Given the caps and the (presumptive) insignificant injuries the cyclist sustained, I doubt the number will be shocking.
