I suppose I just think your complaints here are with the system in place in general. DEMCO could do the same thing. Cleco, too. Probably will. In fact, it could be that these upgrades are part of a regulation and the meters have to be installed to stay compliant. Not likely, but possible in this industry. I’m faced with that often. I deal more with federal regulators though.

Ohhhhhhh, they MAY be huh? So this is code word for "massive layoffs coming".
So labor costs will be cut significantly in the immediate future and the consumer is getting rewarded by being billed extra for this.
And what choice does the consumer get in all of this? Why certainly a competitor within the market, right?

Do I, as the consumer, have the option to switch to those companies if they make the exact same infrastructure upgrades but decide not to make the consumer foot the bill?

The new meters come with a $2.22 monthly fee, a spokesperson told WBRZ Monday. The “initial” monthly fee was added to bills in January. The fee will decrease over a 15-year installment, the company said.

Thank you Entergy for automatically giving me a 15 year loan for $399.60!
You know none of us really applied for this loan!
PS Entergy could you let us know what the tax and other fees will be on top of the $2.22 per month because I would like to calculate that in as an interest rate to really help me understand the generous terms and RATE you are giving us all!

Everybody seems to conveniently forget the option to continue paying the $14+ per month they pay CURRENTLY each month, to have a human being come out and read your meter.
(Plus the $2.22 will decrease going forward.)
$14 per month ongoing versus $2.22 for 15 years for a major infrastructure upgrade is a significant improvement, not an additional cost.

Then couple days later guy pulls up in Entergy truck with trailer and completely empties my shed. Neighbors watched him do it but thought it was my dad as it was an older white gentlemen.

This is a big one in my opinion. When we bought our house, Entergy didn't turn on our service when they were supposed to and we found ourselves on a Friday with no power and ain't nobody going to touch it until Monday. Customer service is a joke with them to.

We are out in the country and our Electric Co-op has been trying this for the past 15 years. The first attempt just didn't work. Then we decided to keep our own readings.
Suggestion: start taking an image of your pan the date on which it's been read for the past year, every month. That way if they (not that they would) start generating fake numbers, you'll have something with a date to counter their billing.

Was it new construction? The smart meters make the connection effortless. With energy deregulation in TX people shop around for plans and providers all the time. One year I got on 3 month plans for 3 months in a row. A different provider each and every time. Just a few strokes on the keyboard and its done.
