State law with regards to incorporation...
Pretty much any unincorporated area meeting certain characteristics (mainly that it has contiguous boundaries) can petition to be incorporated.
BR has a problem with it? They should have incorporated some of those areas. In fact, the specifically incorporated around a lot of those areas because they didn’t want to provide city services to them.

I think their post was in jest. But the Valley Park overpass (where the photo was taken) is all but two minutes from the northernmost boundary of St. George.
