The company may have a hiring freeze where they cannot hire any new employees, therefore, no one can do his duties once he leaves, causing major issues for his current department.
If it's a hiring freeze, then how is there an opportunity for a promotion to a new position?

At the very least that line should be thrown in his face during their meeting.
I guess you telling me to stay agile andmove every few years as company loyalty is gone was your warnig that you were planning to screw me over for this promotion. I am sure the director will love to hear the fact that one of his managers is telling employees to look for other opportunities.

Since its his dept fault you can't be promoted, definitely discuss the issues you now have believing in the company and feel deserved of a raise......or else, you would have to seriously consider where your future there lies.

I had this happen to me, or at least something similar. A direct supervisor told me I was his guy and going to get hired as his assistant supervisor.
District manager comes in and says I'm not the right fit at that location, but he wants me in the same job at another location closer to my home. Forces the guy to hire another candidate. I was upset but I thought no big deal I'm still getting promoted.
Nope they transferred someone from another location into the job I was promised. Needless to say I left them in September for a much better career path. So it was all a blessing, it just sucked big time going through it.

why not just ask for a pay raise given your current role?
