Nope, you have failed to understand right off the bat. Just because the first Officer did nothing, doesn't mean that there was nothing to be done. He was using "discretion" and decided not to take action at that time, but there could have been any of many reasons why he made that decision.

I can tell that you don't have much real interaction with the people that are Law Enforcement Officers. And that's okay, no one is forcing you to interact with people that you want to avoid.
In the case of misdemeanor crimes, LEO have discretion and can give grace by overlooking some things. One Officer can overlook a misdemeanor and doesn't even have to acknowledge that to the offending individual.
Another Officer can choose to enforce that law and proceed to give a verbal warning, write a citation, or even arrest the offender.
Do you understand how that works now?

It doesn't matter if she just grazed him, she made contact with the Federal Officer with her vehicle. As far as he knew she was intending to run him over and if left unchecked she could have thrown it in reverse to try again.

When I was 16 working at the local grocery store there was a Puerto Rican family that moved into town. Mom, adult son, and twin teenage daughters. They always bought two buggies full of groceries so the other guys didn't want to bag their groceries, so I always took care of it. One day while I was taking the groceries to their car, the son told me that he wanted me to date his sisters. I responded, "You mean sister?" and he said "No, both of them."
I was too naïve at the time at didn't understand Latino family dynamics so I thought that there was no way the sisters would be okay with it and that it would be a whole mess of drama, so I passed the opportunity. Wish I could go back and tell my younger self to have jumped on that opportunity.

Once or twice a year. I get the Pistachio latte. From Glukstadt to Florence you can get better coffee at a CC's, PJ's, Mocha Mugs, or the MS original franchise Cups.

When I was in the Navy during the "War on Terrorism" we heard about some Marines that wrote Starbucks asking for a care package because they were fans of Starbucks coffee and couldn't access it while forward deployed. Starbucks corporate declined stating that Starbucks Co. did not support war of any kind.
That was all it took for me to avoid buying their coffee regularly. I really like pistachio lattes though.

In Genesis there are two descriptions of Creation. It is not a generalized telling followed by a more descriptive in depth retelling. It is the creation of everything outside the Garden followed by the description of God creating the chosen inside the Garden of Eden.

The VA disability rating refers to how much of your daily life is impacted by your disability. As well, there are 2 100% disability ratings. 100% disabled/hirable, and 100% disabled/non-hirable.
