It's going to take citizens rising up against the governments in Europe. The state is overwhelmed there and in my opinion, has never been weaker than they are right now. The power they have over their citizens is razor thin.
I don't know what country will get it first, but there will eventually be riots in Berlin, London, Paris, Madrid, or Rome. Take it to the bank.

The citizen tackled the perp from behind after the perp had been sprayed and while the perp was distracted with the cops. The cops did not have the advantage of surprise.

The big advantages the gov has is the lack of very low number of guns and the intelligence network they have via spying.
Usually the gov would also have comfortable majority of citizens but they don’t have the same standard of living as we do here so that’s off the table to keep citizens from rebelling
