Norris and Kretzschmar both separately told investigators as the text string continued, they became more concerned and went to the room to make sure LC was alright. They both claimed she was coherent, and said she was fine. They say they hung out a few minutes to satisfy themselves everything was actually okay. Then they left. Her account is they seemed "like voyeurs."
FWIW, Sarabia (the assault-kisser) claims she allayed his concerns as well, "I remember the girl in specific saying something along the lines of, 'This was normal in the medieval times.'"
In the aftermath, Ingalls says he was trying to contact her and her roommate to make sure she was doing fine. Lucy Craig and her roommate viewed that as trying to cover up what happened.
Ingalls had no idea she was the one who had filed the police complaint against the Frat. So he continued his conversations with her. Meanwhile, Craig started recording those conversations, and tried to lead him into implicating the participants in rape.

I think they acted in good faith and in the interests of justice according to the letter of the applicable rules.

Doe’s complaint alleged that several of the seven “were afforded the opportunity to mitigate their conduct by submitting essays”
Cornell called them "reflection papers."
Once Doe's Manhattan plaintiff's firm get's their hands on these essays, its gonna be the most expensive assignment ever issued by Cornell in it's 161 year history.

I don't disagree with the punishments if the entire information administrators had was "slutty kids had a drug fueled orgy but no one was raped".
It actually seems to be the DA turning the heat up on Cornell though by claiming the summation his office received was missing the most important details that would have led to a deeper investigation:
1. Jane Doe made a statement to Cornell Police that she was 100% confident she was gang raped
2. There was a screenshot of a group text message inviting guys to come frick her
I assume some people -- because most people tend to just take a side based on their biases -- are assuming some officials at Cornell intentionally left out the most noteworthy evidence from the summation sent to the DA.

It would be interesting to know who is organizing the campus protests, and whether Craig's legal firm has its fingers in that to ratchet up pressure. The criminal trial, assuming it occurs, will be the fly in the ointment. That could get very ugly for Craig IMO. It could also easily push any civil findings into the 2030's.

The fact that Lucy Craig filed a police report at all indicates she thought she was raped. Her opinion that this was "100% a rape" is both irrelevant, and implicit in the fact of the complaint to begin with. The DA was negligent, and is trying to pass the buck. That's one reason the state pulled him off the case.

No, it indicates that she potentially went to the police with the intent of claiming rape, but backed off that claim after changing her story a rumored 20 times before affixing her signature to the affidavit. There is nothing in the sworn testimony she signed under penalty of perjury to suggest she was sexually assaulted at that frat house on the night in question.
