I would imagine that it is compared to the norm.

Both states have focused on reading. Imho, it shows.

These results are positive (even if the manner in which presented is “odd”).

I agree with your post but at least they're learning to read. That's the first building block. We used to frick with kids in Middle School on the football/basketball bus because they couldn't read the billboards on the side of the road. They weren't embarrassed the least bit so long as you weren't in ear shot of a girl.

If this is the way you read the charts then we need to spot you a lot of extra points!

With unadjusted scores MS is still ahead of the following:

Alabama
Louisiana
Texas
Missouri
Maine
West Virginia
Nevada
New York
South Carolina
California
New Mexico
Oklahoma
Maryland
Michigan
Delaware
Alaska
Oregon

For a state that historically ranks last or second to last in education, this is evidence that the policies implemented in 2012 are working.

Statistics do not lie, but they do not answer the question, "Why?" Achievement almost always corresponds to socioeconomic status. Poor tend to perform poorly and stay poor. Wealthy tend to perform well and stay wealthy. Middle class tends to be tenuous; They can flow either direction.

Okay, so two of some of the worst educated states suddenly become the two most improved state with one of the better educated states being 3rd?

Did they give out answers? There is no way they just suddenly improved as well as it shows. And is this only public school? If so I call absolute bullshite.

Has Mississippi ever had particularly bad scores when you adjust for demographics?

And Mississippi will still probably be at the bottom of the nation in test scores when you don't adjust for demographics.
