Its because Broome is the Mayor-President of EBR Parish. She is not the mayor of Baton Rouge.

All voters in the parish can vote for Mayor-President, not just residents of BR.

There is a defined BR City. There are people who live in EBR Parish outside of the defined city limits who want to form their own city. Broome represents these people too.

Yes, I can admit that in the beginning we had some racist laws and our nation was built with a lot of slave labor.

BUT just because something happened 200 years ago does not mean that the people of today should face repercussions for it.

I don't see where stopping St. George is anywhere near the President of the LSU System's priorities or responsibilities.

If F. King Alexander wants to get involved in politics, he should be spending his time and energy at the Capitol, where LSU routinely gets its arse kicked at the Legislature.

If maintaining good local government relations is important, surely King can do so with two municipalities as opposed to just one. LSU doesn't have any enmity toward Baker or Zachary. Why would it position itself in opposition to St. George?

This is yet another example of Alexander's cluelessness when it comes to politics. The man has been nothing short of a public relations disaster from day one at LSU. I don't think I've ever seen an LSU system president do so little with so much activity as Alexander. Good system presidents get long mileage out of their political capital, which is used when needed. Alexander routinely flails about like a fish out of water, attracting just enough attention to get eaten.

Got it. I've been misreading these threads all along thinking she was the mayor of Baton Rouge the city.

It seems pretty obvious that since his Clinton gig didn't work out, he's angling for some sort of political position in the future. I don't think he realizes that most people hate him

Alexander is cozying up to Broome because Broome was just in the legislature, and she has a lot of allies there who Alexander wants to stroke for more money.

This system was set up when there weren't as many cities in EBR parish so it might have made sense then. But now that isn't the case (Central, Zachary, etc). IMO it's now a conflict of interest to have the mayor of the City of BR and the parish president consolidated into one office. Obviously this gives the mayor of the City of BR more power than the mayor of other cities since he/she is also the parish president of overlapping cities.

Alexander should shut up and run LSU responsibly within the budget he has to work with. But no one in authority at LSU is held responsible for efficiently administering a fricking thing.

Election of Mayor-President

The Chief Executive Officer of the City and Parish shall be a Mayor-President who shall be elected by the qualified voters of the Parish at the same time and for the same terms as the members of the Metropolitan Council, provided that the Mayor-President first elected shall take office for the purposes specified in Section 2.02. of this Plan of Government immediately following the promulgation of the results of such election. Thereafter the Mayor-President shall hold office for a term of four years beginning on the first day of January following his election. He shall be a qualified voter of the Parish and if any time during his term of office he shall cease to reside within the Parish his office shall be deemed vacant.

A person who has been elected to serve as Mayor-President of the Consolidated Government of the City of Baton Rouge and Parish of East Baton Rouge for three (3) consecutive full terms of office, such service being during a term of office that began on or after January 1, 1997, shall not be eligible for election as Mayor-President of the Consolidated Government of the City of Baton Rouge and Parish of East Baton Rouge for the succeeding term. (As amended on November 18, 1995)

SECTION 4.02
Compensation

For the term beginning on the first day of January l949 the compensation of the Mayor-President shall be fixed by the Parish Council at not less than ten or more than fifteen thousand dollars. Thereafter the compensation of the Mayor-President shall be fixed by the Metropolitan Council by ordinance adopted at least one year prior to the commencement of the term of the Mayor-President whose compensation is to be affected thereby and if no such ordinance be adopted the compensation of the Mayor-President will remain as previously fixed by the Metropolitan Council.

SECTION 4.03
Chief Executive Officer of the Parish and City

The Mayor-President shall be the Chief Executive Officer of the Parish and City and shall have power, as authorized by the Metropolitan Council, subject to this Plan of Government, the ordinances and resolutions of the Metropolitan Council adopted in pursuance thereof, and the Constitution and general laws of the State, to supervise and direct the administration of all departments, offices and agencies of the Parish and City Governments the heads of which are appointed by him. He shall have all the powers and duties, not inconsistent with the provisions of this Plan of Government, conferred or imposed on the Mayor of the City of Baton Rouge by its Charter or which may be conferred or imposed on the Mayors of Cities by the general laws of the State applicable to such City. He shall have power to appoint and remove, subject to the provisions of Chapter 9, of this Plan of Government, the Director of Finance, Purchasing Agent, Personnel Administrator, the Department heads as listed in Section 5.01 and 5.02 of the Plan of Government, the Chief of the Fire Department and the Chief of Police, and such other officers and employees as the Council may provide by ordinances pursuant to this Plan of Government. In the case of any officer or employee who is not a member of the classified service as provided by Chapter 9 of the Plan of Government or by any general laws applicable to the City of Baton Rouge, the Mayor-President shall, before he may exercise the power of removal, first serve on the officer or employee sought to be removed a notice in writing setting forth the grounds of the proposed removal and fixing a time and place, not less than ten days after the service of such notice, at which the officer or employee shall be given an opportunity to be heard thereon. After such hearing, which shall be public at the option of the officer or employee, the action of the Mayor-President shall be final. The Mayor-President may suspend from duty for not more than sixty days any such officer or employee pending final action. (As amended December 6, 2014)

SECTION 4.04
Duties of the Mayor-President

It shall be the duties of the Mayor-President:

(a) To attend, either personally or by representation, meetings of the Council. The Mayor- President may present to the Council written messages or information which in his opinion are necessary and expedient and shall have the right to speak at all meetings of the Council. The Mayor-President shall have no vote on the Council, but all ordinances enacted by the Council shall be submitted to the Mayor- President as provided in Section 2.l. of the Plan of Government. (As Amended October 27, l979.) (As amended October 20, 2007)

(b) To keep the Council informed of the financial condition of the Parish and the City of all other matters pertaining to their proper administration, and to make recommendations concerning actions to be taken by the Council.

(c) To prepare and submit the annual budgets to the Council as provided in Chapter 8 of this Plan of Government.

(d) To prepare and submit to the Council not later than their first meeting in July of each year a concise and comprehensive report of the financial transactions and administrative activities of the Parish and the City and all districts of which the Metropolitan Council is the governing body, during the fiscal year ending on the preceding thirty-first day of December, in suitable form for publication, and to cause to be printed for general distribution to all citizens or request such number of copies of the same as the Council shall direct. (As amended October 20, 2007))

(e) To perform such other duties as may be prescribed by this Plan of Government or required of him by the ordinances of the Council.

The Mayor-President is elected by majority vote of the parish voters, you could be Mayor-President and NOT get a majority vote of voters inside the BR City limits, so it can be very possible that the Mayor-President is elected by majority vote, but the mayor wasn't. Now I don't know if that's ever happened, but the city population is rather stagnant while the parish population has been creeping up.

She IS the mayor of the City of Baton Rouge. She's also the Parish President of East Baton Rouge Parish. The incorporated cities in the parish outside of the city of Baton Rouge (Central, Zachary, and Baker) have their own mayors and local governments.

We would like clarification on exactly what LSU President F. King Alexander meant when he said, "We worked together successfully about a year and a half ago to make sure the city wasn't split in half." Is he saying that LSU, a publicly funded university in Louisiana, (Louisiana House of Representatives, Louisiana State Senate, Louisiana Board of Regents) or its employees, was actively involved in a political effort who's number one goal was to prevent Louisiana residents from voting (Louisiana Secretary of State, Office of the Louisiana Attorney General)? Was there any financial or in-kind support (LSU Foundation, Tiger Athletic Foundation) given from LSU to fund an active political organization working to keep people from voting? Perhaps we can get an answer when LSU publically testifies in front of House Appropriations or Senate Finance on House Bill 1 (the state's budget)? It was obvious to me that Holden, Daniels, and the BR establishment along with the Democrat cabal in NBR fought tooth and nail to stop St. George from coming to a vote. If Alexander helped them, I wouldn't be surprised.

They had help from Democrat leaders too, like Ben Nevers who is now JBE's right hand man. Mayor Broom then in the legislature was against ST. George, and if memory serves she may have been one of the legislators that told St. George leaders they needed to form a city before they became an ISD.

this whole St George vs EBR debate is quite intriguing to me. I have no real dog in the fight as I'm sitting pretty living in Klein School District in Spring, TX (best in Houston area) and work in the Woodlands.

I certainly understand those who are pro-St George wanting their tax dollar to go to schools, better roads, well staffed police department, etc, etc. Instead of being wasted by Broome and her crooked cronies in NBR who are only looking out for the part of the parish that contributes little to nothing but stands with their hands out crying discrimination and racism. Hell who wouldn't mind a small tax increase if it was actually going to something beneficial to the community and the future with St. George. And it doesn't look like there is going to be a reverse in the cultcha change going on in BR government in the foreseeable future.

My curiosity comes into play with my parents out in Central. And the other blue collar, hard working, white folks in the same situation. If St George happens are the black leaders in what's left in EBR going to just taxing the shite out of the white people left, to balance out the loss of tax revenue? Or will EBR just have a mass exodus of said group? Then all of EBR becomes NBR. I guess Broome, her cronies, and Gravy's followers would get exactly what they've always wanted. A truly Black BR. But as others have mentioned, it wouldn't take a month of Sunday's for it quickly to turn into Jackson, MS. Chicago. Or Detroit. Then they'd be begging for handouts from the government, state, and surrounding parishes.

And then, LSU is sorta fricked if St George happens.


I'm hoping that if St George does happen: that along the same time, Broome and her cronies are outed for the likely shady shite they are pulling in the background. And everyone involved is run out of town. Giving what's left of EBR a chance at survival.


Again, I don't have a dog in the fight and don't know jack shite about EBR politics, but it's all very interesting to me.
