Get 5-12 puppies sell for $300 (to over $1000 for certain bloodlines)each.

No, it wouldn’t have. It’s a stupid idea by someone who is responding emotionally instead of intellectually because he’s upset by canine euthanasia. I don’t like it either, and he’s correct for encouraging spay/neuter.

But he’s a fricking loon for suggesting it be a municipal or any other type of mandate. He’s also foolish for thinking every unwanted animal was purposely bred.
