I don’t know that more govt is the right answer but there is a huge problem that needs to be addressed

It’s sad that animals have to suffer because people are assholes

Then provide incentive for owners to fix their pets.

You don't shut the system down so that only licensed breeders can breed pets. Especially when licensed breeders are far from superior and often are puppy mills at best. Holy unnecessary overreach.

Municipalities and cities all over the country require it. Here in Louisville they'll cite you if you don't have a license if they get called out over a complaint and/or pick up a loose dog/cat:

Exactly. What we’re doing now isn’t working.

You aren’t going to convince stupid people to be responsible pet owners, but you can enforce laws that make it harder for them to be irresponsible. I see this as no different from pet vaccination laws. It’s a vaccine against unwanted pregnancies.

Feral cats are necessary for rodent population control. A catch, fix, and release program could be instituted. Probably just for males though as spaying is more invasive and would require weeks of recovery.

More laws won't change the behavior of the ones who need modification.

You can't legislate anyone into moral/intelligent behavior.
