brah, let it go: you want more government. as a dog trainer of working dogs and a dog lover, your "solution" of enacting a law that incapacitates my ability to train, and sometimes breed, my working dogs as i (and millions of others just like myself) see fit, and doing it without the crushing regulatory policies of a bill that would inevitably be a thousand pages long and chock full of pork spending with a $100 million going into cultural appropriation studies in the middle east would do nothing except to line the pockets of puppy mills and politicians and stifle progress of the very sector of society it deems as being "fixed" after the bill passes.

It’s not some draconian law, it’s just to stop unwanted dog and cat litters that eventually have to be euthanized or live a shitty life as a mongrel scavenging for food in trash cans. I’m not trying to promote shitty puppy mills or stop people from breeding their own pets, just stop the unwanted pregnancies and the millions of euthanizations each year.

You’ve just given licensed breeders way too much power. Many of these places are already run by shitbags. Who is going to regulate this? We have much bigger issues that need funding right now.
It sucks that lowlife people let their dogs run rampant and reproduce. That’s more of an issue with the people that own them. Guess what, those people aren’t going to go to a licensed breeder to get their dog.
You’ve also just created an underground market for dogs that are not fixed. You’ve created a market for people to breed their own dogs without paying as well.
All your plan does is line the pockets of some ‘licensed’ breeders.

None of your or the government's business. The AKC that I choose to be associated with determines what my dogs need and I comply with field trial rules due to wanting to be part of the FCs.

No, mandatory anything and prohibitions are authoritarian and don't work.
The problem with Pits is not the dog, it's the owners. We can't legislate against being stupid and 75% of people who have a pit bull want to be a pit bull breeder so you end up with a bunch of back yard breeder pit bulls. When I had Bulldog I couldn't take her out without someone approaching me about wanting to breed her. Sure, I want your back yard pit breeding with my bulldog from the breeders who supplied the last Miss State mascot (at the time). I had her fixed pretty young, 6 months, even though I had full "breeding rights" with my paperwork, I don't think I ever even registered her as an owner, she whas registered as a puppy with all the champions and what not listed. I only cared that we found a good breeder who took care of their dogs and looked at things like longevity and disease free lineage in their breeding along with the standard traits.

bullshite. These laws work well in other states. My wife and I foster dogs, I have personally flown 6 dogs to the Northeast. The rescue groups regularly send transports with 10-15 dogs there and the midwest. Because they don't have random mutts roaming the streets like we do.
Would it stop 100% of backyard breeding and oops litters? Of course not. But it would certainly reduce them by a large amount.
