Answer seems pretty simple... born male, complete male, born female complete in either (unless you're taking testosterone).
It's a lot easier when we just admit what everyone knows, which is men are stronger, faster, etc. Saying so is not bigoted or sexist.

Intersex should be able to compete where ever they want. There is no chemical alteration. Everything is natural.
Someone taking hormones should be required to compete in a hormone division.
