I figured out short cuts a long time ago. Just takes a little map studying. But I guess studying and maps aren't Joe Q. Public's strong traits.

Frederick Law Olmsted was hardly a retard. He was actually a genius urban planner.
Now, the people who came after him and his son and designed the Atlanta metro generally (or completely failed to) are a different story. Exhibit A: let's take 3 of the busiest Interstate highways in the US and bring them together downtown without a loop or service roads, in the middle of a big curve, with numerous other confusing busy thoroughfare exits. Yes, by Jove!
Our neighborhood was not designed as a thoroughfare though. It would be even worse of a cut through but for all the parks, cul de sacs and a golf course that all block off would-be through streets.
Reverse white flight and the accompanying intown (ITP) retail, residential, academic, government (eg CDC), and commercial development development have also simply increased volume in town, especially in and near my part of town--my neighborhood is between Virginia Highland/Morningside and Decatur/Oakhurst/Kirkwood/East Lake, the latter three of which have gone from scary, to transitional, to absurdly hot in the past 15 years.
So, Waze is definitely responsible for some of this, but I'm not sure how much better it would be even without it.
And, while people do speed, especially down hills (and there are a lot of them), it's more the volume of traffic than anything.
There's only so much you can do on some streets. The one by me has a four way stop people blow through (and of course it's my wife who gets a ticket for creeping through a 3-way intersection, the one time there's a cop posted at a stop sign that used to be a yield sign just one street over).
And the street by us is bordered by giant trees and gullies, and it crosses a substantial creek. Just no room for another sidewalk (it's on only one side of the street) or any more curb/ROW.
We have humps everywhere, but they definitely aren't effective. It's probably more comfortable to hit them at 30+ than at the 25MPH limit.
Fortunately, I work from home and just don't walk, bike or drive much between 7-10 and 4-6 (unless it's to get to some trails).

Sounds like Waze is doing a good job teaching people to find the most efficient use of the roads. I am not sure why people think only a select group should have the right to use public roads.

If this is the same guy that has 4 interstates/highways funnel into a single 4 lane interstate, then he is not a genius urban planner. Also pure genius to have one Buckhead exit.

There was a news segment recently that one of the driving apps was giving alternative routes through residential areas - so those areas had blocked “thru” traffic in certain times. The struggle is real lol
