3 seconds is fine to honk the horn. It also depends what kind of honk you are giving. You don't need to lay on the horn. That's a-hole behavior. I just give a friendly reminder tap a couple of times. Regardless the guy who gave you the finger was probably just an a-hole.
ETA: I guess the real answer is if you can tell that they aren't paying attention. If they are obviously staring down at their phone then 1 second is long enough for a little tap on the horn.

I have never used a car horn in my life, ever. I'm not going to end up in a fight with some macho guy because they took too long at a light. Its just not that important and I'm never in that big of a hurry.

it depends on whether you can see them on the phone, or talking to a passenger. I don't wait 2 seconds if they are not paying attention.
your 3 seconds seems generous. some lights are only green for a few seconds. If it took me two or three lights to get to the 2nd position, I would not wait any 3 seconds. a gentle toot, around 1.5 if the brake lights are still on. a long blast at 3 seconds.

How silly. The horn is a tool. Nothing more. Sometimes it can be reasonably used in order to make your commute safer. There's nothing wrong with its responsible use.

This. It INFURIATES me when someone who should've been a blowjob takes their sweet fricking time getting through the intersection ensuring that only three cars out of the fifteen waiting get to pass before the light changes.
Driving should be more expensive and stupidity should be painful. Would solve a lot of problems.

I wait maybe a second. If your arse is looking down or somewhere other than the light, you're getting honked at. Houston traffic is too shitty to wait any longer
