Wouldn't know, I'm frequently the honkee, never the honker.

A few years ago when eldest son first started driving, he was caught behind some old man waiting out a green light. I reached over and honked the horn and ducked down in my seat. My son was beet red and said that the old man flipped him off. He couldn't understand why I ducked down and started laughing.

I give 2 seconds tops. Most arrows are between 5-7 seconds, I'm not waiting another cycle because someone is too busy playing on their phones to watch the light

I've moved way past honking at green-light stragglers.
If someone is on their phone at a red light, I honk just to watch them take off and run the light.
Doesn't always work but I've seen some hairy situations ensue. IDGAF.
