They said 3 but cautioned it had a high ceiling

it was discussed hard in the thread that the NHC discussions constantly warned they felt their intensity forecasts were "conservative" and that it could push higher

pretty sure those statements were way back when it was thought it would come ashore as a Cat 1

Unsurvivable storm surge with large and destructive waves will
cause catastrophic damage from Sea Rim State Park, Texas, to
Intracoastal City, Louisiana, including Calcasieu and Sabine Lakes.
This surge could penetrate up to 40 miles inland from the immediate
coastline, and flood waters will not fully recede for several days
after the storm.

stuff you wouldn't be safe in during a regular severe storm... let alone a major hurricane
