This is a discussion that's been going on within the NWS and NHC and I certainly agree this would be a better way to go.

Lots of discussions about lots of potential changes to the warning system have been going on in NWS. I guess they've taken the Social Science to heart. Simpler is better, though.

Yes, but winds are measured in relation to the ground, not relative to the storm.
