As a couple others have said, they tried this after Katrina, but of course the technology was much different back then.
One of the things that became apparent during COVID here in NOLA area is that there are a LOT of families out there who's only internet access is on a government-funded cell phone. That's a big reason why the whole online learning thing didn't work well.
Chromebooks are cheap as dirt these days. If each kid in NOLA public schools had one, and a decent internet connection at home, this could do a lot of good for learning.
As far as the carriers, I'm sure someone will be paid to provide the service. And the service probably should be somewhat bare-bones, a basic level. If you want something faster, you pay for it.
Paying for it? Can it be ad-supported?

I'm in the business and think this is an all time bad idea. The maintenance costs alone would be high as giraffe pussy.

Yeah I’m doing FOA for n41 in Miami atm for small cells.
Great stuff, pretty expensive considering you need L2100 or another LTE anchor to use at the moment.
We are still implementing NSA architecture though. SA should be soon along with the continue rollout of mmWave

Agree 100% with this idea, I think internet access is a necessity, but this is a luxury when we have roads with potholes that swallow cards, a half falling down building downtown, and flooding with a light spring shower.

Didnt they have that with Nagin but it failed miserably? I mean you could connect to it but it was slower than dial up

I don't think taxpayer dollars should be providing internet for people to watch rap videos.
