I don't have a ton of sympathy (not that you're asking for it) for people who don't get a bill for a while and then get one for 6 months at once. If you're using water, you should pay for it. If you're not getting a bill, I don't expect you to voluntarily send in payments, but you should inquire about it and/or keep money aside for when it ultimately arrives.

My last month bill was nearly $200, or about 4x's higher than the average on a month that has less days...It is insane how dumb the people that run the SWB are.

You don't pay the water bill, shut the water off. If you don't have consequences to not paying a bill, then why would you pay it?
It's a horrific combination.
1) Years and years of horrific leadership at that organization, combined with DGAF employees
2) A billing system that is so completely, utterly screwed up, that no one has any reasonable idea if the numbers are accurate or not
3) No one on staff who can figure out how to fix the numbers / program
4) Terrible inputs - because of the lack of a competent meter read staff, many of the billing inputs are incorrect or just flat out made up
5) A significant part of the population feels they shouldn't have to pay a water bill for any reason, and they are taking advantage of this.
It's almost to the point where they just need to say, F it, and wipe out all the unpaid bills, and start fresh with 0 balances for everyone. Maybe, maybe, we can fix the issues going forward, but I don't see any way we can ever really fix the past issues. It's that bad.
Edit: I understand the moral hazards of wiping the slate clean and starting over with billing. It's not an action I would recommend lightly. It's that bad.

Sounds like the S&WB will not turn off service for the supposed indigent population/mayor’s voting base and want to pass those bills onto the wealthier customers

Non-payment of water and sewer service is a real thing, compounded by municipal ordinances that require habitations to have it.
In other words, water and sewer service will become the next government freebie. Democrats, unite.

Or just come up with a reasonable household rate per household. I think mine is always around $80 per month. So $55 for water after taking out trash service.
Make everyone pay the same rate for a few years and backdate that for people who haven't paid or dispute their bills. Then you call it even.

The S&WB won't know until June at the earliest how much money they are owed. That's why people aren't paying their bills. The bills aren't accurate, and people won't know until June. In the mean time their leaders are hoping for a cash infusion from the state until they can get things together.
