Would not doubt that a bit. Hungary has had bad relations with Ukraine for awhile. Hungary's gripe: The treatment of ethnic Hungarians in Ukraine.
I have also just heard a report that Russia is considering parading up to 500 Ukrainian pow's in their May 9 parade. They did the same during WWII with German pow's. They continue trying to relate everything to WWII and their fight against the Nazi's/facists. That is also the reason that you are seeing Soviet flags on their equipment, They fly Soviet flags in all of the towns and villages that they occupy and they are even having staged Soviet flag ceremonies for the inhabitants in Melitopol while playing Soviet/Russian anthems. It was a flop btw. They are taking this narrative of "liberation from the facists 2.0 to the extreme. The Ukrainian people are not falling for their bullshite.

I think it’s whataboutism designed to reduce the political cost of Russia annexing these provinces.

I think they're just all in on their strategy of calling their opponents Nazis because it has a massive historical memory of being a righteous war in the minds of Russians and other peoples of former Soviet republics (including the Ukrainians). But like AU86 said, the Ukrainians aren't buying it. They have a higher standard of living and more freedoms than they used to under the Soviets. Plus, there's the little fact that there are actually very few Nazis there. Areas that resist are being razed, Ukrainian culture and heritage purged, citizens sent to filtration camps and elites liquidated, people sent to Russia against international law. Who's really acting in the tradition of the Nazis?

While possibly overly antagonistic if both of them declared their bid to join NATO on either the 8th or 9th of May it would be "glorious". Just have a joint military parade of all the member (and prospect) militaries each year in Brussels on the 9th and call it NATO Victory Day.
