British Defence Intelligence
INTELLIGENCE UPDATE
UPDATE ON UKRAINE 13 February 2024

Russia is proposing draft legislation to raise the age of military contract personnel, including those that were recruited before June 2023, to age 65, and age 70 for officers. This would substantially raise the current age limit of 51 for non-officers and would likely extend the contract length.

The pre-war 2021 life expectancy for Russian males was 64.2 according to the World Data website. Therefore, this measure confers on these service personnel, in effect, a lifetime contract.

Although this measure will likely alleviate the need for additional mobilisation, increasing the number of military personnel aged over 51 is highly unlikely to increase Russia's combat effectiveness, particularly in kinetic assaults.

How does it feel to be on the same side as Iran who is actively killing Americans? You are disgrace to the USA and humanity in general.

No, there is no negotiation with a psychopath like Putin. We either stand on his throat or we lose.

Did anyone mention negotiation with Putin? His shtick before and I think now, is for Europe to meet its military spending promises.

My username is a great historical relic from when it was created, back when the GOP was actually conservative and the "hate America" crowd (Tucker called the US "evil" just yesterday) were leftists. There weren't any Republicans back then who were fluffing murderous dictators -- the very idea was ridiculous.

But, hey, at least both Cassidy and Kennedy voted for the supplemental last night, as it officially cleared the Senate and goes on to the House. There are still a few Republicans who don't want the alliance of Russia, China, Iran, and North Korea to rule the world.

1994 Trilateral Statement "The Massandra Accords set the stage for the ultimately successful trilateral talks. As the United States mediated between Russia and Ukraine, the three countries signed the Trilateral Statement on January 14, 1994. Ukraine committed to full disarmament, including strategic weapons, in exchange for economic support and security assurances from the United States and Russia. Ukraine agreed to transfer its nuclear warheads to Russia and accepted U.S. assistance in dismantling missiles, bombers, and nuclear infrastructure. Ukraine’s warheads would be dismantled in Russia, ands earlier preconditions, but it would not accede to the NPT without further security assurances." Ukraine would receive compensation for the commercial value of the highly enriched uranium. Ukraine ratified START on February 3, 1994, repealing its earlier preconditions, but it would not accede to the NPT without further security assurances.

The Senate is going to give final passage to the supplemental aid bill tonight -- likely something like 4:00 AM.

Passed with 70 ayes. Bipartisan support. Probably similar bipartisan support in the house if it reaches the floor.

ISW Update Feb 12th

Key Takeaways:

Ukraine’s Main Military Intelligence Directorate (GUR) reported that elements of Lebanese Hezbollah (LH) and the Islamic Revolutionary Guard Corps (IRGC) are training Russian drone operators at the Shayrat Air Base in Syria.

The Russian State Duma is considering a bill to restrict actors that the Russian government designates as “undesirable” from entering Russia, likely as part of ongoing efforts to censor opposition media outlets and dismantle ties between Russia and foreign and international non-governmental organizations.

Boris Nadezhdin, the only openly anti-war Russian presidential candidate, filed two lawsuits in the Russian Supreme Court challenging the Russian Central Election Commission’s (CEC) refusal to register him as a candidate as the Kremlin continues efforts to suppress popular opposition while trying to preserve the veneer of legitimacy of Russian presidential elections.

The European Union (EU) is beginning to take concrete steps towards possibly using frozen Russian assets to aid Ukraine.

Ukrainian forces recently made confirmed advances near Kreminna and Donetsk City and in western Zaporizhia Oblast, and Russian forces recently made confirmed advances near Kupyansk and Kreminna.

South Korean news outlet Yonhap News Agency reported on February 12 that North Korea has developed 240mm guided multiple rocket launcher system (MLRS) mortar that North Korea may export to Russia.

Russian authorities continue to use youth engagement programs to Russify Ukrainian youth.

It will probably take a month, because that's the necessary wait before a discharge petition can be done. I don't see how Speaker Johnson can ultimately stop it, though. A discharge petition will get the necessary signatures.

And beyond the direct threat of future Russian and Iranian aggression, the removal of the US security umbrella would encourage many of our allies to quickly build nuclear weapons for deterrence.

What people like Sens. Vance and Lee really seem to want is nuclear proliferation. When Poland, Japan, South Korea and more all build nukes, then the world becomes a lot less safe for everyone. I am old enough to remember when the threat of nuclear war was everpresent. Today's kids have no idea.

I think that it is really funny that a single oilfield, Stabroek Block, offshore Guyana, has all but replaced Russian exports of crude oil to Europe.

The really funny part is that China is 25% owner. So instead of importing from it's share it's selling all to Europe along with Exxon.

If that happens, I wonder what % of republican reps would vote for the bill.

I created this to sum up the statements made by Musk, Sens. Lee and Vance, and the faithful minions of the Putinist swamp like SirWinston:

They require the signature of the majority of the House members.

If a bill is not reported out of committee for a full vote on the House floor, a discharge petition can be filed after 30 days to force a vote. A discharge petition needs a simple majority. They are rare, because usually the Speaker's power over the majority keeps reps in line -- no one wants to lose an important committee assignment or some important project for their district.

But the Speaker's power now is at its lowest point in over a century, and Johnson has no power to do any of those things.

You can expect The Squad and a few other leftists to oppose the bill because of the Israel funding. There are currently seven more GOP reps than Dems, pending tonight's special election in NY to replace Santos.

That means that the bill will need about 15 GOP reps to sign the discharge petition. That's going to be very easy. It would likely get 50 or more.

Exactly. Thank you very much for seeing the real meaning of Trump’s words in that situation. He only thought it was fair that the rest of NATO countries pull their shared weight in how much $$ they are supposed to provide. A lot of these countries weren’t meeting this number, or even getting close to it, so Trump called them out on their bullshite. They expected the U.S. to always cover their asses no matter what while we got the shaft in the deal. Everyone should pull their weight in a coalition but so many people just took his words and ran with it to form their own conclusions.

As far as Ukraine make no mistake, this ends at a negotiating table, not on the battlefield, one way or another like most all wars do without a clear winner. Putin will not get nearly what he wanted but Ukraine will give up some territory, mostly Russian speaking areas anyway that are basically rubble now and need to be rebuilt. Let Russia add that onto their economy issues after going full war stance with its economy. Ukraine will be admitted into the EU but probably not NATO but there will be strong security assurances to keep Putin from trying again. Then let Ukraine remake its economy on tech and military hardware production to go along with agriculture. Just how I see things ending anyway. I’d love Ukraine to take all
their land back and take Crimea too but I just don’t see a path to that being possible.

Well its very well documented via numerous annual summit meetings how Russia perceived NATO expansion towards their borders. Putin made it very clear.

the West has been actively encouraging these moves.

Why?

Why did we force Russia to protect its black sea ports?

The USA has dropped a lot more bombs than Russia has ...

How do think we're perceived?
