How many of the thousands of homeless people could have been housed and fed for a while with all of the hundreds of thousands (mostly likely millions of dollars) being wasted on statue removal?

the texans won the war. they are no longer a part of mexico. so in texas, they have a war monument recognizing those who died for the cause of winning the war.
it doesn't mean that there aren't monuments at battlefields.
it means there aren't monuments to President General Antonio López de Santa Anna in san antonio.
ETA: there ain't many hitler monuments left up in germany either if that illustrates this point further for you.

the most famous monument in Texas was to a battle that they lost. they lost at the Alamo. the fact that they eventually turned the tide and won the war is irrelevant.
The alamo vary candidly recognizes the lives lost in that battle. Very little is even mentioned of the larger war.

I didn't realize the fire dept had two unions, but it doesn't surprise me. NOPD has the Police Association of N.O. (PANO) and the Fraternal Order of Police. Originally, they were strictly segregated by race, but I think there is some crossover now.

would it make you feel better to wonder if there are tributes to american vietnam war heroes in vietnam? because there ain't.
then maybe ask yourself, if the US had won the war for the south vietnamese, whether or not there would be monuments then?

His family has political history in New Orleans and Louisiana. His father was Mayor of New Orleans in the 70's and his sister is a former US Senator. He previously served as a state senator and Lieutenant Governor. Also, this is the same MENSA electorate that re--elected Ray Nagin after he completely shite the bed post Katrina. How did he pay them back for that? By ending up in federal prison, convicted of 20 out of 21 charges including racketeering, mail fraud, embezzlement of Katrina relief funds...
Ironically, Nagin won re--election by defeating Mitch Landrieu.
Irony part deux: When he was a state senator, Mitch voted in favor of a bill that would have allowed the Confederate flag to be displayed on selected Louisiana license plates. Of course, since that has been brought to light, he now claims to "regret that decision."
