There used to be swimming pool in that spot and they used their old hoopty car filled with bags of concrete to fill in the pool

It doesn't take much to activate the curing process of concrete. He more than likely bought bagged quick Crete and packed it inside the car with the intent of casing the remains.

I fully understand that cement itself is extremely basic and has a high PH, but no one thinks in normal terms of a basic solution as something to break down skin, you think of that as acidic. Go explain that to skeeter pouring your slab, he’s just going to think of cement as being an acid because that’s what most people think.
