The juvenile Justice system has failed. It’s not just a problem in blue states. Many do good NGO’s along with the DOJ started filing lawsuits against states 20 years ago.
In order to get out from under these lawsuits States responded by changing the way they treated juvenile offenders. They could no longer be locked up in the same facilities as adults, they have to provide a shite ton of educational, mental health and other services.
These changes made it so expensive to house juveniles many states stopped locking them up.
It cost an average of $300 per day to house a juvenile in LA.

For the sake of clarity, they aren't carjacking people. They are stealing parked cars. And getting off with misdemeanors if caught

That youtuber guy better be careful. Don't try to make a career out of being a hood reporter. Even if he's playing it cool and not trying to get involve, pick sides, or report people to the police.

When one of them said that if they get caught it's a misdemeanor said all you need to know. They are not afraid of going to jail because they won't. Everyone in the video knows that it will keep happening as long as the law favors the criminal.
